Global Power


          As empress and emperor, Theodora and Justinian had a lot of global power. Together they made new laws, appointed officials, and conquered the world. When they made an appearance in the Hippodrome they sparked the Revolt of 532. When Justinian was ready to flee Constantinople, Theodora convinced him to stay and fight the revolt. After the revolt, Byzantium signed a peace agreement with Persia, a long time enemy. This let Theodora and Justinian reunify the Roman Empire. She saw that the empire should be interested in the East not Italy, which Justinian conquered at a great amount. In a Secret History, written by Procopius, he states that Theodora had great control over Justinian and influenced his decisions greatly. She was said to have more power than he did.
